There were now some two hundred “temporal” principalities enjoying such independence; sixty-three ecclesiastical states ruled by Roman Catholic archbishops, bishops, or abbots; and fifty-one “free cities,” subject only to the emperor, and only formally to him. France rejoiced to see so many Germanies rather than one.
