The question is not why the War on Drugs is being lost, but why it continues to be waged in the face of all the evidence against it. Many factors are in play, some psychological, some broadly political, others economic, and yet others driven by the natural if unfortunate moralizing tendencies we human beings share. Fundamentalist religious beliefs especially engender judgmental attitudes toward perceived sinners.
