Several days later, Mao called a meeting of the Politburo, asking the members to make Deng a full member as well as a member of the CMC. This was the first time in history that Mao had rushed through such an appointment without having it cleared by a plenary session of the Central Committee.85 Zhou officially remained on as premier, but Deng began attending his meetings with foreign officials.
