Churchill called the Marshall Plan “a turning point in the history of the world.” Almost $13 billion—about 5 percent of yearly U.S. gross domestic product, and 16 percent of the federal budget—would find its way to Europe over the next four years, including more than $1 billion a year to Britain. It was the embodiment of Churchill’s fourth moral principle, In Peace: Goodwill.
