If the goal is to promote the maximum recycling of what Americans throw away, then American recycling should be allowed to flow to the places where it is most needed. In other words: if Americans want Christmas tree lights, and Chinese companies need copper to supply the wires to make them, then those Chinese companies should be allowed and even encouraged to import used American Christmas tree lights that would otherwise end up in an American landfill. Likewise, if Chinese want to harvest reusable memory chips from broken American computers, then they should be able to import those computers.
