Are insects threatening the crops? Rather than examine the farming methods, the monocultures, the destruction of natural ecosystem controls that have led to the pest outbreak, just apply pesticides. That will make the bugs go away, and allow more monocultures, more destruction of ecosystems. That will bring back the bugs in greater outbursts, requiring more pesticides in the future.
