Wherever there are rules, there is likely to be rule beating. Rule beating means evasive action to get around the intent of a system’s rules—abiding by the letter, but not the spirit, of the law. Rule beating becomes a problem only when it leads a system into large distortions, unnatural behaviors that would make no sense at all in the absence of the rules.
