Latin American agricultural and livestock production per capita is lower today than on the eve of World War II. During the thirty years since then, world production of food has grown in the same proportion as it has fallen in Latin America. The structure of backwardness in our countryside also functions as a structure of waste: waste of labor, of available land, of capital, of the product, and above all of the fleeting opportunities for development that history has offered.
