By the beginning of 1863 it took seven dollars to buy what a dollar had bought two years earlier. This kind of inflation became, in effect, a form of confiscatory taxation whose burden fell most heavily on the poor. It exacerbated class tensions and caused a growing alienation of the white lower classes from the Confederate cause. Wage increases lagged far behind price increases.
