Romans 10:9-10 talks about confession "with the mouth," not by an act of baptism. It means agreeing with God (Greek homologeo means saying the same thing) that Jesus is Lord and believing that God raised Him from the dead. According to Romans 6:3-6, baptism is a way of identifying with Christ's death and resurrection, after we are saved.
