The Cossacks were notorious for the atrocities they had committed. Even Goebbels had been shaken by the reports he had received of their activities in Yugoslavia and northern Italy. But they also had women and children with them, as well as some White Russians who had been living in the west since the Bolshevik victory in 1921.
