Britain lacked a naval strategist of note. As Winston Churchill observed after the Great War, the Royal Navy had made “no important contribution to naval literature.” Its “thought and study” were devoted to the daily routine. “We had brilliant experts of every description, brave and devoted hearts; but at the outset of the conflict we had more captains of ships than captains of war.”
