The resentment of McNamara’s managerialism at the Pentagon still ran deep, and was reflected in much of the critical literature of the time. He was taken to embody the stifling introduction of conformist practices and the risk-averse culture of large corporations into a business that should really honor warrior virtues and cultivate mavericks. This became another version of the romantic lament against bureaucratization and scientific rationality, although the trends in scientific thinking around complexity encouraged the view that it was the rationalists who were now being overtaken.
