Here was a clash of strategic frameworks. One was top down, the classical, grand strategic perspective which focused on the formidable reasons not to risk war when it was possible to imagine catastrophe for all involved. The other was bottom up, an operational analysis which considered where the advantage might lie in a conflict, should the politicians decide the stakes were worth the fight.
