They can be very helpful, given the present state of understanding, because if the processes that create innovations were indeed random, then a context within which managers could accelerate the creation and testing of ideas would indeed help. But if the process is not intrinsically random, as we assert, then addressing only the context is treating the symptom, not the source of the problem.
