It is not enough that the target information exist in principle; it must also exist in the data. For example, it might be useful to know whether a given customer will stay for at least six months, but if in historical data this retention information is missing or incomplete (if, say, the data are only retained for two months) the target values cannot be provided. Acquiring data on the target often is a key data science investment.
