Under the Clinton administration’s new “one strike and you’re out” policy, any drug offense—even a misdemeanor—committed in public housing supported by federal funding was grounds for eviction. The policy applied even if the drug offense was committed by someone who didn’t live in the home or was committed without the tenant’s knowledge.
