Rajiv Gandhi government opted for, as mentioned earlier, a policy of “competitive” communalism: on the one hand it initiated legislative measures to dilute the apex court’s Shah Bano judgement and on the other it considered making concessions to the VHP by opening the Ayodhya shrine.
