Clearly we need a new vocabulary and concepts for analyzing events like the discovery of oxygen. Though undoubtedly correct, the sentence, “Oxygen was discovered,” misleads by suggesting that discovering something is a single simple act assimilable to our usual (and also questionable) concept of seeing. That is why we so readily assume that discovering, like seeing or touching, should be unequivocally attributable to an individual and to a moment in time. In each case a novel theory emerged only after a pronounced failure in the normal problem-solving activity. Furthermore, except for the case of Copernicus in which factors external to science played a particularly large role, that breakdown and the proliferation of theories that is its sign occurred no more than a decade or two before the new theory’s enunciation. No process yet disclosed by the historical study of scientific development at all resembles the methodological stereotype of falsification by direct comparison with nature. That remark does not mean that scientists do not reject scientific theories, or that experience and experiment are not essential to the process in which they do so. What are scientific revolutions, and what is their function in scientific development? Much of the answer to these questions has been anticipated in earlier sections. In particular, the preceding discussion has indicated that scientific revolutions are here taken to be those non-cumulative developmental episodes in which an older paradigm is replaced in whole or in part by an incompatible new one.

Why should a change of paradigm be called a revolution? In the face of the vast and essential differences between political and scientific development, what parallelism can justify the metaphor that finds revolutions in both? To the extent, as significant as it is incomplete, that two scientific schools disagree about what is a problem and what a solution, they will inevitably talk through each other when debating the relative merits of their respective paradigms. Just because it is a transition between incommensurables, the transition between competing paradigms cannot be made a step at a time, forced by logic and neutral experience. The analogy that relates the evolution of organisms to the evolution of scientific ideas can easily be pushed too far. But with respect to the issues of this closing section it is very nearly perfect.
