Also named by Chambers in 1939 was Henry Morgenthau’s assistant secretary of the treasury, Harry Dexter White, whose career in government would continue for another decade. White’s influence over American foreign policy was considerable, including his recommendation of a ten-billion-dollar loan to Stalin, and his authorship of the “Morgenthau Plan,” advocating the partition and deindustrialization of Germany after the war.
