Rhetoric like this works best if it contains at least a small element of truth. Who can possibly refute the claim that some “metropolitan” types mock Daily Mail readers? With repetition and reinforcement, the irrefutable small “truth” becomes the main focus – the primary frame through which we perceive the larger issue.
