Whether or not governments choose some kind of incentive-based system, they can help to reduce energy use, and thus reduce greenhouse gas emissions, with a nudge. Public officials are often ignorant, to be sure, but sometimes they have useful information, and companies can literally profit from it. As a result, they can both do good and do well.
