Such an encounter occurred in 1687 when the Regent Sophia sent Prince Jacob Dolgoruky and a Russian embassy to Holland, France and Spain. In Holland, they were well received, but in France everything possible went wrong. The courier sent ahead to Paris to announce their arrival had refused to deliver his message to anyone except the King in person. As neither the Minister of Foreign Affairs nor anyone else could wrench this adamant Russian from his purpose, he was sent back without anyone in Paris opening and reading his letter.
