Plato’s demand that the wise man should rule—the possessor of truth, the ‘fully qualified philosopher’17—raises, of course, the problem of selecting and educating the rulers. In a purely personalist (as opposed to an institutional) theory, this problem might be solved simply by declaring that the wise ruler will in his wisdom be wise enough to choose the best man for his successor.
