Washburne introduced what became widely known as the Winnetka Plan. At its heart was the somewhat radical concept of mastery learning. What made mastery learning radical? Two things. First, it was predicated on the belief that all students could learn if provided with conditions appropriate to their needs; no one should have to be “held back” or put on a track that leads to academic failure.
