On May 27, 1933, Roosevelt signed it into law—and after decades of fruitless discussion, government regulation of the issuance of securities was a reality. In the public mind, Rayburn was associated hardly at all with the dramatic months immediately after Roosevelt’s inauguration, during which so much legislation that was to change the shape of American life was rushed through Congress. But to the young men who had seen what he did, he was one of the heroes of the Hundred Days.
