When he had been asked for a significant contribution to Johnson’s 1937 campaign, he had refused to make one. Now, in 1938, Johnson would be running again. Herman Brown let Johnson know that he would not have to worry about finances in this campaign—that the money would be there, as much as was needed, when it was needed.
