Johnson should support Roosevelt’s proposal, Wirtz said—should, in fact, make support of the Supreme Court plan the main plank in his platform. He should support all Roosevelt’s programs. His campaign should be based on all-out, “one hundred percent,” support for the President, for all the programs the President had instituted in the past—and for any program the President might decide to initiate in the future.
