When the Imperial Council of Russia offered her the throne, the offer was hedged with many conditions: she was not to marry or appoint her successor, and the council was to retain approval over war and peace, levying taxes, spending money, granting estates, and the appointment of all officers over the rank of colonel. It was an upheaval involving industrial serf workers in the mines and foundries in the Urals that first taught the student of Montesquieu and Voltaire that it was impossible to cure long-established injustice in a society simply by invoking philosophy, no matter how beautifully expressed and persuasive on the page.
Over the years, the status of serfs deteriorated. When workers were first tied to the land, they had possessed some rights, and the system had been based on service duties and payments. Over time, however, the powers of landowners increased and the rights of the serfs were whittled away. By the mid-eighteenth century, most Russian serfs had become possessions, chattel; in fact, slaves. Originally—and supposedly still—attached to the land, serfs were now regarded by their owners as personal property that could be sold apart from the land. Most serfs worked the soil. But it was the condition and grievances of industrial serfs working in the mines, foundries, and factories of the Urals that posed Catherine’s first challenge. Originally, many Urals workers had been state peasants. To encourage the industrialization of Russia, Peter the Great in 1721 had offered these peasants to non-noble entrepreneurs to buy from the state, remove from the land, convert into industrial serfs, and attach permanently to an industrial enterprise. Catherine, familiar with the Enlightenment belief in the Rights of Man, was intellectually opposed to serfdom. While still a grand duchess, she had suggested a way to reform and eventually abolish the institution, although it might take a hundred years to accomplish. The crux of this plan was that every time an estate was sold, all serfs on the estate should be freed. And since, over a century, a large number of estates were likely to change hands, she said, “There! You have the people free!”
Because of the compromises imposed by the demands of her new role as empress, Catherine had to reconcile Russian serfdom and the Enlightenment concept of the Rights of Man. She had no contemporary European example to guide her. The Encyclopedists condemned serfdom in principle without having to confront it; a remnant of feudalism, it still existed only in scattered enclaves in Europe. In many ways, the condition of Russian serfs resembled that of black slaves in America. They were considered a human subspecies by their owners, and this chasm between serfs and masters was believed to be sanctioned by God. They were bought and sold like animals. They were subject to arbitrary treatment, hardship, and, all too often, cruelty. In Russia, however, there was no color barrier between master and slave. Russian serfs were not aliens in a foreign land; they had not been violently abducted from their homelands, languages, and religions, and carried thousands of miles across an ocean.

The majority of Russian serfs were agricultural peasants, plowing, sowing, and reaping on land cleared from the forests. Depending on the time of year and the master’s whim, they could also be employed as woodcutters, gardeners, carpenters, candle makers, painters, and tanners of leather. Because Russians loved elaborate spectacle, the wealthiest of the nobility created their own theaters, opera companies, one-hundred-piece orchestras, and ballets requiring scores of dancers. The history of Russian serf theater is filled with episodes of cruelty. One nobleman suddenly seized a singer who was playing the part of Dido. Two officers, Captain Danilo Vlasev and Lieutenant Luka Chekin, were assigned to guard Ivan. Only they and the fortress governor had access to the prisoner. As the two guardian officers themselves were never permitted to leave Schlüsselburg, they were, in effect, locked in with the nameless prisoner. The situation, therefore, was that Ivan remained in the hands of two men who were authorized to kill him in certain circumstances and whose own goal was to be free of him so that they could resume living normal lives.
Ivan’s body lay on the floor in a pool of blood. The two officers had obeyed Panin’s command and done their duty; when they heard shots fired, they had pulled the sleeping prisoner from his bed and run him through eight times with their swords. Ivan died, only half awake, because a man he had never seen had wished to place him on the Russian throne.

She insisted that capital punishment be inflicted only in cases involving political murder, sedition, treason, or civil war. “Experience shows,” she wrote, “that the frequent use of severe punishment has never rendered a people better. Catherine’s attempt to address the problems of serfdom was the least successful part of the Nakaz. She began chapter 11, her effort to deal with serfdom, by saying that “a civil society requires a certain established order; there ought to be some to govern and some to obey.” In that context, she believed that even the humblest man had the right to be treated as a human being, but here her words collided with the general Russian belief that serfs were property. As her Enlightenment principles were battered in the assembly, Catherine, aware that she governed primarily through the support of the nobility, decided that she could not go further. Later, she commented: What had I not to suffer from the voice of an irrational and cruel public opinion when this question was considered by the Legislative Commission? The mob of nobles … began to suspect that these discussions might bring about an improvement in the position of the peasants…. I believe that there were not twenty human beings who reflected on the subject with humanity.
“If you go to a village and ask a peasant how many children he has,” she said,” he will say ten, twelve, and sometimes even twenty. If you ask how many of them are alive, he will say, one, two, three, rarely four. This mortality should be fought against.”
In the same year, to discourage infanticide among unmarried and impoverished mothers, she established with her own funds a foundling hospital with an attached lying-in hospital in Moscow. The anonymity of the mother was assured by a system of baskets, pulleys, and bells. When a bell was rung in the street, a basket was lowered from an upper story, the unwanted baby put in, and the basket raised.
They sought to isolate Paul from crowds and from anyone who was or might be afflicted. Paul chafed at the restrictions put on him. At twelve, he was asked whether he would attend a masquerade.
