The provincial governments were lilliputian by modern standards. They were not impersonal bureaucracies, but particular familiar persons whose numbers could usually be counted on one’s hands. Prominent colonists knew personally the governors, justices, customs collectors, naval officers, and other leading magistrates with whom they dealt.
