One of the ironies of the government repression was that it galvanized, rather than cowed, the opposition. Before the 1972 elections, the public still had some measure of faith in the electoral process. As a result, armed elements of the far left drew few adherents. There was just one guerrilla organization, and it was too small and disorganized to carry out kidnappings or direct attacks on government officials.
