After the Department of Justice moved one population of Haitian detainees to a holding center in Big Spring, Texas, the state’s senior Republican senator, John Tower, called the White House in a rage. “You have tripled the black population of Big Springs [sic], Texas,” he said, “and not even advised me in advance.”
