Faced with overlapping policy dilemmas, Reagan’s advisers opted to make an example of asylum seekers. In July, the president’s immigration task force announced a tough new enforcement regime. There had been, the president said, “sudden influxes of foreigners,” and the government had to “establish control.” From that moment forward, the US would jail any migrant who showed up seeking asylum.
