In the fall of 2017, ICE launched a new initiative, called Operation Raging Bull, in which the government arrested some three hundred suspected gang members nationwide; in New York, a separate crackdown led to hundreds more arrests. “We’re placing people in removal proceedings as a way of disrupting MS-13’s efforts,” said Angel Melendez, the special agent in charge.
