An intriguing question, at least to Mayo, is why the leadership that preceded him at Bell Labs—Jewett, Kelly, Fisk, Pierce, Baker, and the rest—nonetheless decided to invest so heavily and so consistently in research and in exploring what he calls “the unknown.” They were not forced to; other government-run phone companies around the world did not.
