Khrushchev responded by proposing to Kennedy that they now consider a limited test ban encompassing the atmosphere, outer space, and water, so that the disputed question of inspections would no longer arise. He also suggested a nonaggression pact between NATO and the Warsaw Pact to create a “fresh international climate.”[175]
