At his death Allen Dulles left the unpublished drafts of an article that scholar Lucien S. Vandenbroucke has titled “The ‘Confessions’ of Allen Dulles.” In these handwritten, coffee-stained notes, Dulles explained how CIA advisers who knew better drew John Kennedy into a plan whose prerequisites for success contradicted the president’s own rules for engagement that precluded any combat action by U.S. military forces.
