Some societies develop the belief that they can eliminate thievery by guaranteeing all their members, including thieves, a certain amount of property—the impulse behind much social welfare legislation. But putting a coin into the pocket of the Artful Dodger will hardly convince him that he is no longer a legitimate contender for the coin in mine.
