In Mid-City, 83 percent of the population was black, and 100 percent of the area sustained damage from the flood; in New Orleans East, 87 percent of the population was black and 99 percent of the community suffered damage; in the Lower Ninth Ward, 93 percent of the population was black, and 96 percent of the area was damaged. Likewise, in Tremé, Gentilly, and all of the communities with public housing, save one, significant damage tracked the blackness of the community.
