During its first two years, the Liberal Government pursued a modernising and moderately progressive agenda. Under Campbell-Bannerman, the underground railway network was expanded, wireless telegraphy became more widespread, the electrification of London was completed and the programme of naval shipbuilding inaugurated by the Dreadnought advanced. It also legislated to improve conditions for the lower classes. By 1908, the Trades Dispute Act, the Workmen’s Compensation Act, the Probation of Offenders Act and the Coal Mines Regulation Act had all seen the light of day.
