Simultaneously, the electorate had expanded. Since 1832, successive Reform Acts had enfranchised the middle and working classes. With the passing of the Third Reform Act in 1884, the claim that the House of Lords represented ‘the people’ had become more tenuous than ever – not least because the allegiance of its members so clearly remained with the Conservatives.
