Only one force was strong enough to resist the Catholic Church in France, as it had successfully resisted the Protestant churches in England, Holland, and Germany; and that was the state. Only through the existing monarchical governments in France, Germany, and Russia could the philosophes hope to win their struggle against superstition, bigotry, persecution, and an infantile theology.
