Fundamental was the growth of the middle classes in number, education, ambition, wealth, and economic power; their demand for a political and social status commensurate with their contribution to the life of the nation and the finances of the state; and their anxiety lest the treasury render their governmental securities worthless by declaring bankruptcy.
