Electorally, England was divided into forty counties (rural districts) and 203 boroughs (townships). Excluded from the franchise were women, paupers, convicted criminals, Roman Catholics, Quakers, Jews, agnostics, and others who could not swear allegiance to the authority and doctrines of the Church of England.
