In evolutionary perspective, the gift-givers at first gave gifts that came from their own extra work; soon people found themselves working harder to reciprocate and to make it possible for the gift-givers to give them more gifts; eventually the gift-givers became very powerful, and they no longer needed to obey the rules of reciprocity.
