Although the Republicans have won the national popular vote for the Senate in a few individual elections (for example, in 2002, 2010, and 2014), the Democrats have won an overall popular majority for the Senate in every six-year cycle since 1996–2002. And yet the Republicans controlled the Senate for most of this period.
