Could God have prevented man from sinning? Of course He could have. He did not have to plant the tree in the first place, or if He did, He did not have to omit the fence. Even then, He did not have to create a tempter and allow him entrance into the garden. The fact is that God knew the end from the beginning. He was not taken by surprise.
