Obviously we need to work towards cures. But we can do that only for diseases that we already know about. So we need the capacity to deal with unforeseen, unforeseeable failures. For this we need a large and vibrant research community, interested in explanation and problem-solving. We need the wealth to fund it, and the technological capacity to implement what it discovers.
