The Geneva Accord declared a cease-fire, confirmed under international auspices the independence of Laos and Cambodia and partitioned Vietnam into separate North and South zones, under the specific provision that “the military demarcation is provisional and should not in any way be interpreted as constituting a political or territorial boundary.”
