They were satisfied with the compromise solution – an international declaration joined by the Porte on the importance of Christian rights in the Ottoman Empire – and in their domestic propaganda the Russians even used it as a symbol of their ‘moral victory’ in the Crimean War. In one sense they were right, in so far as the Paris congress restored the status quo in the Church of the Nativity in Bethlehem and the Holy Sepulchre in Jerusalem, as Russia had demanded on behalf of the Greeks against the Latin claims, a point made by the Tsar many times.
